Ploughshare Innovations, the technology transfer office for the UK Ministry of Defence (MOD), is pleased to announce the appointment of a new Non-Executive Director to its board.
Ploughshare is pleased to welcome Professor Andy Bell to its board. Professor Bell brings a wealth of technical knowledge combined with the experience of delivering capability to blue-light services following more than 25 years’ of experience in world-leading UK government technical laboratories.

I am delighted to welcome Andy to the Ploughshare Innovations board. He is very well qualified for the role having considerable experience of driving scientific research through to deployment. He brings a deep understanding of the public sector and academia which will be of help to us as we commercialise the next phase of exciting technologies.
Professor Bell is the Chief Technical Officer (CTO) for the MOD’s Defence Science and Technology Laboratory (Dstl) with responsibility for Science & Technology (S&T) capabilities to support the UK’s defence, security and resilience. He sits on the Dstl Executive Management Committee and Board, and is a Fellow of the Royal Society of Chemistry and of the Institute of Physics as well as a Council Member of the former. He also sits on the board of the Jill Dando Institute.
Prior to joining Dstl, Professor Bell was Head of the Centre for Applied Science and Technology (CAST) in the Home Office from 2015 until its integration into Dstl in 2018. He led the organisation in providing S&T advice and solutions to support operational and policy development in policing, fire and rescue, borders and immigration, counter-terrorism and security.
Upon his appointment, Professor Bell commented:
I am really excited about joining the Ploughshare board. I have a strong interest in the exploitation of science and technology and have been involved with Ploughshare since its inception. I am very much looking forward to helping the company meet the challenges of the future.
Professor Bell was appointed to the board on 1 March and fills the vacancy left by Professor Penny Endersby who is now Chief Executive of the Met Office.
